The Russian government has approved the parameters of a terminal to handle liquefied natural gas in Murmansk Region with capacity for 20.4 million tonnes per year, a government order said.
Novatek CEO Leonid Mikhelson said earlier that the company was exploring the possibility of carrying out a new large-scale LNG project in Murmansk Region consisting of three trains with capacity of 6.8 million tonnes each.
Later, materials from an environmental impact assessment of the design documentation for the Murmansk LNG terminal said its full handling capacity would be 13.6 million tonnes of LNG per year in two phases of 6.8 million tonnes each.
It was reported that the terminal would be built in several stages in the period from 2027 to 2030.
Russia's land-use planning scheme is a mandatory condition for the development of strategy projects of the Russian economy. Information on the location of future facilities of federal importance, as well as the regions and municipalities where their design and construction are planned, is consolidated in the Economic Development Ministry's FGIS TP online geoinformation resource. A project's inclusion in the scheme is the starting point for determining the basic layout, after which it is possible to begin the paperwork on land for engineering surveys and land rights. The mechanism makes it possible to simplify registration of rights to land for surveys by establishing a public easement in the name of the investor instead of having to deal with the costly and lengthy process of arranging a lease.
